A revocation with reason keyCompromise also revokes the certificate's key (smallstep/certificates#2838): renewals of any certificate with it, rekeys to it and new certificates for it are refused. New section on the revocation page, and a pointer from renewal after expiry, where it matters most.

Describe your changes:
Docs for smallstep/certificates#2838, which isn't merged yet, so this is a draft.
That PR makes a revocation with reason
keyCompromisealso revoke the certificate's public key. Renewals of any certificate with that key (valid or expired), rekeys to it, and new certificates for it are then refused. Other reason codes behave as before.step-ca/revocation.mdx: a new section, "Revoking a compromised key". It explains why revoking one certificate isn't enough when renewals keep the key, shows the command (step ca revoke --reasonCode=1 …), and lists what the CA refuses afterwards and what it doesn't do.step-ca/renewal.mdx: one sentence under "Renewal after expiry" pointing to it, since that's where a leftover certificate with a compromised key matters most.I didn't run vale locally. A version note ("since step-ca vX.Y") should probably be added once the release is known.
