The prebuilt arm64 ruby-head (from ruby/ruby-dev-builder) is built on macOS 15, whose clang accepts -std=gnu23. That flag is baked into RbConfig, and when setup-ruby serves the same binary to macos-14, Xcode 15's clang rejects it:

error: invalid value 'gnu23' in '-std=gnu23'

Example failure: https://github.com/ruby/digest/actions/runs/41408063099/job/125154558157

This excludes the macos-14/head combination. Ruby head on macOS is still covered by macos-15-intel.

The prebuilt arm64 ruby-head is built on macOS 15, whose clang supports
-std=gnu23. That flag ends up in RbConfig, and Xcode 15 clang on macos-14
rejects it, so compiling the extension fails.

Thanks for tracking down the -std=gnu23 issue. #163 replaced macos-14 with macos-26 and macos-15, so this exclusion is no longer needed.
