feat(client): add i18n that follows the Devframe hub language - #1158
The DevTools client was English-only, while the Devframe hub UI around it already ships 10 languages and a language picker. This PR translates the client into the same 10 languages and makes it follow the hub's language setting. Devframe stays the only place to change the language; DevTools has no setting of its own.
Runtime:vue-i18n (Composition API) with one message file per locale in packages/devtools/client/locales/. The locale list mirrors HUB_UI_LOCALES from @devframes/hub-ui: en, zh-CN, zh-TW, ja, ko, es, fr, de, pt-BR, ru.
Tooling:x18n checks the message files against code usage (x18n.config.ts, pnpm i18n:check). x18n is not a runtime library; it works on top of the vue-i18n preset.
First translated surface: app shell (connecting / disconnected overlay), all built-in tab titles (dock and command palette), built-in commands, Settings, and Overview. The other pages are still English and can move over page by page.
Architecture and behavior
The client iframe is served on the same origin as the hub, so it reads (never writes) the hub's own localStorage key (devframes-locale, 'auto' or a tag). The storage event applies a change made in the hub without a reload.

Loading
Resolution order matches the hub: explicit pick, then host default, then browser language, then English. Matching uses the hub's own matchLocale, so pt-PT resolves to pt-BR and zh-HK to zh-TW exactly as in the hub.
configs.ui.locale needs care: the running hub UI overwrites it with the language it resolved, and an embedded frame shares the hub's connection object (devframe reads __DEVFRAME_CONNECTION__ from the parent window). Reading it live made "Auto" stick to the previous explicit pick. Instead, the client fetches its __connection.json again once on connect (client.connection.metaBaseUrl), which has the host default exactly as the server published it (createUi({ locale })). Nuxt DevTools does not set one today, so the server currently publishes none.

Captured from nuxi dev client (standalone, VITE_DEVTOOLS_DISABLE_CLIENT_AUTH=true) at 1280x800, light theme, browser language en-US. The "after" column sets devframes-locale (as the hub's picker does). With the default English, both pages look the same as before.

Manual, in the browser against nuxi dev client:
devframes-locale=ja renders Overview in Japanese, <html lang="ja">
Writing devframes-locale=ru from another same-origin frame switches the open page live to Russian; plurals render as 110 компонентов, 544 импорта, 22 плагина
Switching the shared key from zh-CN to auto returns to English (this is the case that exposed the configs.ui.locale issue above), and stays English after reload
With an init script adding configs.ui.locale = 'ja' to the descriptor: loaded with zh-CN picked, then switched to auto; the page goes to ja (host default), not the browser language
With window.localStorage throwing SecurityError: the client still starts, in English
On the final commit: writing devframes-locale=zh-CN from another frame still switches the open Settings page live
Not verified: the language sync inside a real host app with the embedded hub dock (only standalone dev was exercised), and native-speaker review of the translations other than the structure checks.
Rollout and follow-up
New dependencies via catalogs: vue-i18n (devDependency of @nuxt/devtools, bundled into the client), @devframes/hub-ui (devDependency, test only), @x18n/cli (root). @x18n/*, vue-i18n and @intlify/* are added to minimumReleaseAgeExclude because the current versions were published within the last day.
skills-lock.json picks up the x18n agent skills that @x18n/cli ships (via the existing skills experimental_sync postinstall).
pnpm i18n:check is not wired into CI yet. Non-blocking.

Walkthrough
The DevTools client now uses Vue I18n with locale resources for nine supported locales. Locale selection can use a saved preference, a supported host locale, or browser languages. The interface translates connection messages, navigation, commands, overview content, and settings. The settings page adds a language selector. The changes also add locale consistency tests and an x18n translation-check script.
A temporary metadata failure can leave DevTools in the browser language rather than the host language. The issue is bounded and recoverable by reloading.

Retry host-locale resolution after a failed fetch.
hostDefaultRequested becomes true before the metadata request succeeds. If fetchHostDefault encounters a transient error or non-OK response, Auto falls back to the browser language and no later RPC reconnect can refresh hostDefault, because the guard remains set. Make the guard represent a successful resolution, and trigger a new request when the RPC connection is replaced or re-established.
