Refresh dependency floors and pinned CI/release Actions for gitdog 0.2.1. Test Node 22.14, 24 and 26 in CI; publish using Node 26 and npm 12 while preserving the Node 22.14 minimum.
Validation: 96 tests pass on all three Node versions; typecheck, formatting, full dependency audit, API catalog parity (86 operations), and fresh anonymous npx execution of the exact archive pass. npm 12 bundled Sigstore verifies the existing published provenance. TypeScript stays at 6.0.3 because the API catalog generator requires its compiler API; Node types stay on the supported 22 line.
