Updates the main project’s glob dependency to 14.0.3, aligning it with the pr-checks workspace while retaining the override for transitive dependencies.

Dependabot already updated
globto14.0.3for thepr-checkssub-project in #4287, but didn't for the main project because we have an explicit override for that. This PR updatesglobfor the main project and adjusts the override as well. I believe the override is still needed since a dependency we have pulls inglob@10transitively otherwise.
