Docs for cakephp/cakephp#19754, which fixes the sliding window limiter so it no longer decays its own counter.
The Sliding Window section now says how the estimate works and that it assumes the previous window's requests were spread evenly, so up to twice the limit can still get through in one window length. That came up in review of the code PR.
