chore(claude): replace one-off permission entries with reusable rules - #401

The shared allowlist held three exact `bash -c` strings that matched only the session that approved them. Replace them with prefix rules for the repo's own read and check commands: the just check recipes (plain and via nix::develop), treefmt, helm lint/template and svelte-check.
