feat(site): put the docsite on the light kit (RIG-7927) - #66

Same Starlight theme as the internal docs: Geist Sans and Geist Mono, light-kit colors, Departure Mono site title, github-light code blocks and the kit favicon. Co-authored-by: Matt Wilkinson <matt@rigel.build>

- Banners: --sl-color-bg-accent now uses the dark --accent and --sl-color-text-invert uses --accent-on, instead of two light surfaces. - Controls: --sl-color-gray-5 is the hairline, so control borders stay visible. - Separators: --sl-color-gray-4 is the control border. Puts the public docsite on the Rigel light kit, using the same theme as the internal docs site.
