Boing is an independent Layer 1: Rust node, BLAKE3 + Ed25519, PoS + HotStuff BFT, and a native Boing VM (not EVM bytecode). Quality assurance is enforced at the protocol layer — only deployments that meet the network's rules land on-chain.
