The workspace moves its floor to Python 3.11 together. Security releases such as Pillow 13.0.0 need 3.11, and supporting 3.10 kept older, vulnerable versions in the locks. requires-python is >=3.11, the 3.10 classifier is gone, the CI matrices start at 3.11, the docs give 3.11 as the floor, and the locks are regenerated with their recorded commands for 3.11 and lose their 3.10-only entries; no version on 3.11 or newer changes.
The py311 target enables pyupgrade rules that 3.10 kept off: datetime.UTC replaces timezone.utc, and the version checks that only did anything on 3.10 are gone. UP042 is ignored: StrEnum would change what str() returns, which is a separate decision from the 3.11 floor.
…-3.10 Require Python 3.11 and stop supporting 3.10
